New Release: Rsync for Tasker 0.14

Updated bundled Dropbear binaries to 2024.86.
Increased minSdk from 19 to 21 as the latest Jetpack libraries and NDK r26 require this. Unfortunately this means that the app now only runs on Android 5.0 and above.
Updated dependencies.
